Troubleshooting • Is the Raspberry Pi 5 power (in)efficient?

Hello, I got a new Raspberry Pi 5 8GB and installed Raspberry Pi OS Bookworm 64-bit on it.
I'm quite surprised at the heat this thing generates!
  • It wears the original case with its small heatsink and fan.
  • It is just sitting idle on my desk, the only cables connected are gigabit LAN and power (original power adapter). No monitor.
  • I reduced the minimum frequency to 500MHz by setting arm_freq_min=500 in config.txt, and I can see it's in effect using

  • I also applied the few tunables that powertop suggested.
Despite all that, the whole board feels hot! The CPU temperature is between 56 to 60 C depending on the external conditions and the fan activity.

What is the CPU doing? What can I do to make it run cooler, and consume less W when idling?
