Raspberry Pi OS • "exec su -l $USER" - what does it do??

I have an older set of notes for setting up a Pi webserver using nginx. At the end of the setup instructions, I have this command:

exec su -l $USER

, I do not understand it nor what it is doing? Can someone help?....RDK
