Troubleshooting • Headless Pi Zero W SSH - Cannot Connect

What I am trying to do:
Set up a new Raspberry Pi Zero W as a headless device communicating with a host machine (Windows 11) via USB

What I have done:

Installed various version (Legacy, current (most recent from RPi website, from 12-11-23 or so), some distro posted in a forum) of Raspberry Pi OS on a 64G microSDXC card using Raspberry Pi Imager, making sure to enable SSH, input home network info, set network to proper location (US). RPi Imager was set for the RPi Zero setting.

Changed "cmdline.txt" and "config.txt" to include these lines, "modules-load=dwc2,g_ether" and "dtoverlay=dwc2 " (careful of the spacing in the former, one space either side after "rootwait"). Created an empty text file names "ssh" and deleted its filename extension so it's type "file."

Put the microSD in the Pi, connected a data-capable USB A to micro USB cable to the inner USB port (not the power one), and plugged it into my laptop's USB ports (have used different ones, same results). The green Act LED blinks two times (does not look stable during blinks so I suspect it is not one of the error code blinks), turns off for a few seconds, then turns on and stays on indefinitely (at least 30 mins).

On my laptop, I have installed Putty and Bonjour (confirmed service is running when trying to connect via Putty). I also installed Acer USB Ethernet/RNDIS Gadget Drivers and ensured that the Pi is detected in Device Manager a Network Adapter. All attempts to connect via Putty have failed. I have re-installed the OS on the microSC and formatted it several times.

I looked at this thread viewtopic.php?t=241082#:~:text=The%20gr ... onstantly. about the Act LED staying on but found no solution. The device probably cannot connect to WiFi from where it is, although my laptop can. Would that matter if I'm only trying to use it over the micro USB?

I have no idea what else to do as all the similar threads I have found had some other issue. I have tried to include the relevant information about the steps I took in my latest attempt to connect to the device.

Any help is very much appreciated.
