Beginners • Pressing a button sends a message/email through OFFLINE RPi

Dear community,

I need help with a project I am doing. I want to have a RPi (probably RPi 3B as I have a couple extra lying around) connected to at least 4 (or maybe 16 physical buttons) through the GPIO, so that when the button is pressed (in my case, you put something on top of the button) an email or a message is sent to the users as a notification.

My questions are:
1) How many buttons can I connect through a single RPi? The buttons are each for an individual user and I want to avoid cross-wiring mistakes. Is there any guide on how to wire this?
2) The system will be offline, meaning it will be connected to an intranet but not to the internet. How can I send a notification to the users to receive on their PCs which are connected to that intranet? The users may install extra programs on their PCs.

Sorry for the convoluted question. I know that it will be a lot easier if there was internet access, but this won't be possible.
