Just for info in case anyone else gets an issue with booting from USB drives that use a USB3 interface.
I came across a hint to the answer in this post viewtopic.php?t=251487 which relates to a 3B+
For some reason booting from a USB3 caddy / enclosure with on my Pi2B v1.1 would prevent the USB WiFi from working properly. The Ethernet worked just fine. So, I switched the SSD from a USB3 caddy to an older USB2 caddy and all works fine again. I'm not certain but somehow don't think it's power related as there are no differences to the config files and the PSU is plenty big enough, but maybe there's an initial draw from the USB3 controller that prevents the WiFi dongle from initialising.
